Telecommunications
Gedara team is qualified and experienced in this field. Our partner, Dr. Nofan M. Ajarmah is currently an Assistant Professor of Law at the Faculty of Law-University of Jordan, a member of the Private Council of Jordanian Universities’ Legislations and Methods of Studies, a member of the Media Freedom Committee at the Higher Media Council, and was the Director of the Legal Department, the Head of the Lawsuits Division, the Head of Contracts Division, and in-house lawyer at the Telecommunications Regulatory Commission (TRC) in Jordan, where his work experience was as follows:

Participated in the preparation of the Temporary Telecommunications Law No. (8) of the year 2002.

Participated in the preparation of the General Policy of the Government in the ICT Sectors and Postal Sector.

Participated in the preparation of the following Regulations: Safeguard competition, interconnection instruction, rule-making, dispute resolution, enforcement, quality of service (QOS), universal service obligation (USO), and licensing program (for fixed line and mobile).

Participated in the establishment of the general goals, action plans, and strategic plans of the TRC.

Supervised the preparation of the license agreements that have been made and given by the TRC for third parties, in addition to the revision of such agreements that had been made by third parties and giving legal consultation on their applicability.

Provided legal studies and propositions as for amending, renewing, and canceling license agreements.

Supervised the preparation of the studies and researches regarding the TRC’s activities.
- Participated in developing the laws and regulations of the TRC.
- Represented the TRC in all legal proceedings.

Supervised the legal consultations that have been given to all TRC’s Departments, including internal laws and regulations and international conventions.

Contributed in the dispute settlements that have been made among the licensees, and between the licensees and their participants.

Our partner, Dr. Qais A. Mahafzah, currently is an Assistant Professor of Law at the Faculty of Law-University of Jordan, has a long experience in drafting English version Telecommunications Contracts, including Interconnection Agreements, International Services Agreements, Installation of Networks Agreements, Fiber Link Business Services Agreements, Internet Services Agreements, Info-Structure for Cable and Internet Services Agreements, Individual License Agreements, Class License Agreements, Maintenance and Supply of Services Agreements, and Carrier Services Agreements.
Our telecommunications practice is further strengthened through our associates. Our associate, Miss Samia N. Haddad, who is currently administering our office in Australia www.telecolegal.com has a long experience in the telecommunications field regarding the legal and regulatory matters, and was for over four years a senior legal and regulatory officer at the Department of Legal Affairs (Contracts Division) of the Telecommunications Regulatory Commission (TRC) in Jordan, where her projects, duties, and experience were as follows:

Project management experience/was assigned as a director for the Directory of Telecommunications Terms Directory Project where the members of the project were the regulatory bodies from different countries as part of the Regulatory Network initiation.

Extensive experience in regulatory matters such as, licensing, anti competitive practices, consumer issues, Universal Service Obligation (USO), drafting public consultations and Information Memorandums, and matters related to submission, studying and evaluation of bids.

Extensive experience in liaison and follow up with consumer affairs and applicants for telecom licenses.

In addition, our associate, Mr. Mohammad A. Mehyar, is a Technical Engineer assisting in setting up new telecommunication services and operation from the technical and business model set up to the regulatory part. He was the Director for the Regulatory Department and Head of Telecommunication Regulatory Section of the Telecommunications Regulatory Commission (TRC) in Jordan, the Information Technology Manager of Jordan Modern Telecommunication Networks Services Company, and the Jordan Public Payphone Services (Rumeli Holding). Mr. Mehyar is specialized in Telecommunication Operations (TDM, VOIP, Wireless), Billing Platforms, Technical Enterprise Solutions, Prepaid Platforms, Payphone Operations, Telecommunications Regulation, IT Operation, and Management.

Gedara team is capable of conducting searches and design evaluations, preparing and filing applications (registration of patents, trademarks, and industrial designs), portfolio management, enforcing Intellectual Property Rights (including trade secrets and unfair competition cases) both in and outside courts, transferring title, preparing licenses and assignments, drafting franchise, distributorship and joint-venture agreements.
Our team maintains strong ties with international agencies and organizations established for the protection of intellectual property rights. Our partner, Dr. Qais A. Mahafzah who is currently a trainer in “Intellectual Property Expert” Program at the Arab Intellectual Property Mediation & Arbitration Society (ASPIP) in Jordan, holds a Diploma In Trade Policy and Multi Lateral Trading Systems, granted by the WTO and the AMF, is a member of the LL.M. Intellectual Property Program at the University of Jordan-in cooperation with the World Intellectual Property Organization (WIPO), is a member of the Arab Intellectual Property Mediation & Arbitration Society (ASPIP) in Jordan, and supervised and participated in various regional and international conferences concerning intellectual property rights. In addition, our partner, Dr. Ahmad A. Abbadi (currently is an Assistant Professor of Law at the Faculty of Law-University of Jordan), who is specialized in contract law, was the Head of the International Conventions & Agreements Department and the Head of the Licensing Department at the Ministry of Interior in Jordan.

Transportation (Land, Air, Sea, and Insurance)
Gedara team provides a full range of legal services to the land, air, and sea transportation sectors from cargo claims to insurance and means of transportation acquisition.
Our team has experience in the field of land transportation, aviation law, and maritime law and has been involved in drafting land transportation, aviation, and maritime agreements as well as various transactions relating to the sale, purchase, and leasing ships and aircrafts, and dealing with banks, insurers, shipowners, and cargo interests.
Whether as court advocates or legal consultants, our team has a wealth of exposure in handling transportation disputes as they regularly arise. Our partner, Dr. Qais A. Mahafzah, holds a Ph.D. in Maritime Law and has in-depth knowledge of transportation disputes.
Mail Sector
Gedara team has a long experience in the Mail Sector, where our partner, Dr. Nofan M. Ajarmeh, contributed, as being the Director of the Legal Department at the Telecommunications Regulatory Commission (TRC), in the preparation of the Temporary Mail Services Law No. (5) of the year 2001, in addition to the preparation of the Licenses of Private Mail Operators Regulation No. (110) of the year 2004. In addition, our associate, Mr. Sa’ed Abu Al-Ghanam, has a detailed knowledge of all matters regarding the mail sector and providing the mail services from the mail operator (Jordanian Mail Company) and the private mail operators. In addition, he has an experience in all issues relate to the relationship among the mail operator, the organizer (TRC), and the customers since he used to be the Head of Mail Services Department at the Mail Regulatory Commission.
Media Sector & Higher Education
Gedara team has a high experience in Media Law and Higher Education, where our partner, Dr. Nofan M. Ajarmah, contributed in the preparation of the Audiovisual Media Law, and is currently a member of the Freedom of Media Commission and the Development of Studying Plans Commission in the Higher Media Council.
As for Higher Education, our partner, Dr. Nofan M. Ajarmah, has a long experience in this field, where he contributed in the preparation of the Tests System of the Accreditation Commission of Higher Education Institutions, and is currently a member of the Preparation of Legislations Commission of the Accreditation Commission of Higher Education Institutions.
Property
Gedara team provides various legal services in the field of land law and the new Owners and Lessees Law that regulates the relationship between owners and tenants in Jordan. Our legal services include drafting lease contracts, whether commercial or residential leases, for both owners and tenants and advising our regional and international clients in purchasing, letting, and disposal of premises as well as setting up and licensing real estate businesses. Our partner, Dr. Ahmad A. Abbadi, holds a Ph.D. in Civil Law and was the Head of the Licensing Department at the Ministry of Interior in Jordan, where he has a long experience in this field. In addition, our partner, Mr. Muhammed T. Al-Saleh, has more than ten years experience in real estate businesses, drafting sale of real estate contracts, and settling real estate disputes.

Gedara team provides various legal services for its regional and international clients on all aspects of Labor Law including drafting employment contracts, internal regulatory frameworks, employment compensation, and Social Security issues. Our partner, Mr. Muhammed T. Al-Saleh, is well expert in drafting labor contracts, and provides solid consultations in labor regulations. Furthermore, our partner, Dr. Qais A. Mahafzah, is an expert in Jordanian and American Employment laws since he is currently an adjunct Professor at New York Institute of Technology (NYIT) in Jordan, where he teaches and trains the legal side of HR courses. In addition, our partner, Dr. Ahmad A. Abbadi, is an expert in Labor Law disputes. Our associate, Miss Samia N. Haddad, has Human Resources, and development experience and management skills; extensive experience in matters concerning employees, and committees formed in an organization for management and administrative purposes; such as Provident Fund Administration Committee, Coordination and Planning Committee, and other committees; experience in writing and submitting management reports; advanced knowledge and extensive experience in Drafting Instructions for both internal management and administrative fields and various telecom sector issues; and extensive experience in preparing minutes of meetings.
Our associate partner, Miss Reem Z. Zraigat, on the other hand, has a long and detailed experience in employment cases including dismissal of public and private employees, in addition to her experience in drafting employment contracts.
Administration
Gedara team has a long experience in the field of Administrative Law including: Administrative decisions, administrative contracts, civil service issues, civil servants disputes, and adjudication administrative issues. Our partner, Dr. Nofan M. Ajarmah, holds a Ph.D. in Administrative Law and has a great experience in this field. Particularly, he has comprehensive knowledge concerning the litigation procedures before the High Court of Justice, where he is practicing lawyer for over ten years, and has experience in regard to the administrative decisions, administrative contracts, and civil servants affairs, where he prepared various administrative by-laws, most importantly:

• Supply By-Law of TRC No. (79) of the year 2000.
• Financial By-Law of TRC No. (78) of the year 2000.
• Administrative Regulatory By-Law of TRC No. (41) of the year 2000.
In addition, our partner, Mr. Muhammed T. Al-Saleh, has a long experience in administrative disputes, where he represented many clients in various cases before the High Court of Justice for over ten years in Jordan.

Gedara team offers different legal services in the field of Criminal Law, such as murder, theft, fraud, and breach of trust. Our partner, Mr. Muhammed T. Al-Saleh, is an expert in this field and participated in various governmental and non-governmental projects of developing criminology issues in Jordan.

Alternative Dispute Resolution (Negotiation, Mediation, and Arbitration)
Gedara team is familiar with the techniques of negotiation, helping our clients to a large extent to establish a transparent strategy of communication and commitment in solving unresolved disputes, and consequently, removing the need for expensive and time consuming litigation.
Our team is also specialized in mediation, including procedures in which as mediators actively propose non-binding alternative dispute resolution mechanisms to the parties, as well as procedures in which as mediator remains strictly neutral.
